The peoples of Europe, in creating an ever closer union among them, are resolved to share a peaceful future based on common values.	La popoloj de Eŭropo, kreante ĉiam pli proksiman unuiĝon inter si, decidis interdividi pacan estontecon surbaze de komunaj valoroj.
Conscious of its spiritual and moral heritage, the Union is founded on the indivisible, universal values of human dignity, freedom, equality and solidarity; it is based on the principles of democracy and the rule of law. It places the individual at the heart of its activities, by establishing the citizenship of the Union and by creating an area of freedom, security and justice.	Konscie pri sia spirita kaj morala heredaĵo, la Unio baziĝas sur la nedisigeblaj, universalaj valoroj de la homa digno, libereco, egaleco kaj solidareco, ĝi apogas sin sur la principoj de la demokratio kaj konstitucia ŝtateco. Ĝi starigas la individuon en la centron de siaj agadoj, estigante la unian civitanecon kaj kreante areon de la libereco, sekureco kaj justo.
The Union contributes to the preservation and to the development of these common values while respecting the diversity of the cultures and traditions of the peoples of Europe as well as the national identities of the Member States and the organisation of their public authorities at national, regional and local levels; it seeks to promote balanced and sustainable development and ensures free movement of persons, services, goods and capital, and the freedom of establishment.	La Unio kontribuas al la konservado kaj pluevoluigo de ĉi tiuj komunaj valoroj samtempe respektante la diversecon de kulturoj kaj tradicioj de la eŭropaj popoloj, la naciajn identecojn de la membroŝtatoj kaj la organizon de iliaj publikaj aŭtoritatoj je naciaj, regionaj kaj lokaj niveloj; ĝi celas antaŭenigi ekvilibrigitan kaj daŭrigeblan disvolvon kaj ebligas la liberan moviĝon de personoj, varoj, servoj kaj kapitalo, kaj la liberecon de ekloĝo.
To this end, it is necessary to strengthen the protection of fundamental rights in the light of changes in society, social progress and scientific and technological developments by making those rights more visible in a Charter.	Tiucele estas necese plifortigi kaj deklari en Ĉarto la fundamentajn rajtojn en la lumo de la sociaj ŝanĝoj, socia progreso kaj de la scienca kaj teknologia evoluo.
This Charter reaffirms, with due regard for the powers and tasks of the Union and the principle of subsidiarity, the rights as they result, in particular, from the constitutional traditions and international obligations common to the Member States, the European Convention for the Protection of Human Rights and Fundamental Freedoms, the Social Charters adopted by the Union and by the Council of Europe and the case law of the Court of Justice of the European Union and of the European Court of Human Rights. In this context the Charter will be interpreted by the courts of the Union and the Member States with due regard to the explanations prepared under the authority of the Praesidium of the Convention which drafted the Charter and updated under the responsibility of the Praesidium of the European Convention.	Ĉi tiu Ĉarto konfirmas, kun konvena atento al agosferoj kaj taskoj de la Unio kaj al la principo de la subsidiareco tiujn rajtojn, kiuj sekvas precipe el la komunaj konstituciaj tradicioj kaj internaciaj devontigoj de la membroŝtatoj, el la eŭropa konvencio pri la defendo de homaj rajtoj kaj fundamentaj liberecoj, el la socialaj ĉartoj alprenitaj fare de la Unio kaj la Konsilio de Eŭropo, krome el la kazojuro de Kortumo de la Unio kaj de la Eŭropa Kortumo de Homaj Rajtoj. Konekse kun tio dum interpretado de la Ĉarto, la tribunaloj de la Unio kaj de la membroŝtatoj konvene konsideras la klarigojn faritajn sub direktado de la Prezidio de la Konvencio formulinta la Ĉarton kaj aktualigitajn ĉe respondeco de Prezidio de la Eŭropa Konvencio.
Enjoyment of these rights entails responsibilities and duties with regard to other persons, to the human community and to future generations.	La praktikado de ĉi tiuj rajtoj implicas la respondecon kaj devojn koncerne la aliajn personojn, la homan komunumon kaj la estontajn generaciojn.
The Union therefore recognises the rights, freedoms and principles set out hereafter.	Pro tio la Unio agnoskas la rajtojn, liberecojn kaj principojn deklaritajn ĉi sube.
